Tomorrow, Tuesday afternoon, the interim administration will deliver the "July Declaration" to the country. Meanwhile, the 'July National Charter' is being finalized by the National Consensus Commission. The "July Declaration" and the "July National Charter" are two of the most talked-about topics in the political sphere these days. Despite their apparent similarity, these two problems are not the same. Charters and declarations are two whole distinct things.

In a nutshell, the "July Declaration" is a record of the enormous rebellion that took place in July 2024. which will allow for the statewide and constitutional recognition of the July mass rebellion. The July National Charter, on the other hand, is a political agreement to carry out reform plans in a number of state areas.

At one point, the movement, which started in July of last year as a student anti-discrimination movement calling for quota reform in government jobs, evolved into a student-public rebellion. In response to the widespread rebellion, Sheikh Hasina, the country's prime minister at the time, fled to India on August 5. The teenagers and students that spearheaded the rebellion have been discussing declaring the insurrection ever since the government fell. On multiple occasions, they voluntarily took the initiative to make this proclamation. The government decided to issue the July Declaration on behalf of the government after consulting with all parties involved in the matter.

Since the start, the National Citizens Party (NCP) has made a strong statement regarding this declaration. According to the party leaders, if this declaration is not made, there is a risk that the July mass uprising will be viewed as a "unconstitutional seizure of power" in the future, and those involved—whether they be students, members of the public, or members of the temporary government established as a result—will be punished by being labeled "traitors." From there, this rebellion must be acknowledged. Through the July Declaration, this work must be finished.

The July Declaration's contents
Relevant sources have discovered a draft of the July Declaration. The draft mentions a total of 26 points. The first 21 of these give a quick overview of the history of the July Uprising and the democratic and historical efforts of the Bangladeshi people, including the Great Liberation War. Here, criticism is leveled against the constitution's amendments under Sheikh Mujibur Rahman's rule, which established the one-party Baksal system. Here, the "Shapla Chattar Massacre" and the "Pilkhana Tragedy" are also referenced.

According to one section of the draft statement, on August 8, 2024, an interim administration led by Professor Muhammad Yunus was established in accordance with the people's sovereign decision.

The remaining clauses affirm the following: the rule of law and human rights; the determination to create a society free from exploitation and corruption; the desire for democratic reforms of the state; the speedy trial of crimes such as murder, homicide, genocide, crimes against humanity, torture, and various forms of oppression and looting of state property during the Awami League regime; and a democratic and non-discriminatory state system.

"Student-Mass Uprising 2024 will be given adequate state and constitutional recognition," reads one of the draft's sections. This declaration will be appended to the schedule and specifically mentioned in the constitution's preamble.

The July Declaration will eventually become a part of the constitution if it is ratified as the draft states. There are, however, considerable disagreements within the BNP on this matter. They support retaining the July Declaration in the Fourth Schedule rather than the Constitution's preamble.

According to the draft, this proclamation will take effect on August 5, 2024.

What is the Charter for July?
Following the public revolt, the interim government took the initiative to implement reforms in a number of state sectors. The six reform commissions established in the first phase have already found a political consensus on their reform recommendations. The reforms that the political parties have decided to adopt will serve as the foundation for the creation of a charter. The "July National Charter" is this. An early version of this charter The National Consensus Commission has also developed it. It is still not completed.
In general, there are three sections to the July National Charter draft. The history of this charter is covered in the first section. The reform suggestions that have been decided upon and accepted are listed in the second section. Additionally, the third section includes certain particular pledges pertaining to the charter's implementation or suggested reforms. It states that after forming the government through the upcoming election, the parties will promise to put the reform plans into effect within the next two years.

Nonetheless, this promise is contested by several parties. If just such assurances are made, many, including Jamaat-e-Islami and the NCP, are worried about how much of the reform ideas will actually be executed. They want a legal foundation for the July National Charter.

The process of putting the reforms into effect will now be discussed once more by the National Consensus Commission with experts and political parties. The July National Charter will then be completed. Discussions on the reform measures with the National Consensus Commission involved 30 political parties and alliances. The charter is intended to be signed by these parties. The constitution of the future will be outlined in this national charter.
